Don't know if I can be helped or not. ( my computer..not me) But as mosy of you know I can not play Waw, or any of the BK games. About the only one I can almost play is called World of Tanks. The problem I have is high ping and low FPS. The ping starts out around 700 (which is good for me in this area) but it jumps to 999 and stays until the game ends. FPS stays around 20 and jumps to 50's or so. Any ideas would be helpful..

I agree with Snap, that's a service provider issue.

I live out in the boonies. Nearest good internet is about a mile away. Johnny won't bring me enough cable... The only "internet" I can get is called Hughes Net. I'm gonna try a suggestion someone gave me. My daughter has the I Phone and he said to get something called a "HOT SPOT". Not sure what it is or does, but after Christmas, I'm gonna check into it. Might be on sooner than later..

It is possible to use either 3g or 4g, 4g being the better choice. But be careful about data usage. If they offer unlimited data plans at 4g speeds that might be doable. Find out if they do offer unlimited data do they throttle down after a certain amount of data used. I think if you improve your internet connection you will be able to enjoy all your games.

Before we start saying that you intertubes are bad, get a screen shot for us so we can see what you are working with.
goto:
www.speedtest.net
Click on the "Test Now" button and lets see what the results are.
This is just an example, but it will give us a base line. Its possible you have spyware or milware that is slowing your connection down. Also, look to make sure you have the latest drivers for your LAN & system bios. This things can also have some involvement.
