They are the guards at The Tomb of the Unknown Soldier or the Tomb of the Unknowns is a monument dedicated to U.S. service members who have died without their remains being identified. Having no officially designated name, it is located in Arlington National Cemetery in Virginia, United States of America.

I was wrong in telling you that the soldiers were Marines they can be from any branch of the service as I read the info.
I was honored to work with one of these retired soldiers and I had asked him how they made such a loud pop when they smacked their feet together. He told me that these metal plates were mounted to the side of their shoe heels and that he would loosen the screws just a bit to make the smack louder.
