A way that I found to post up server messages quickly last night was to hit the console key, usually ( ` )  and of course you must have the console enabled in your settings.

As for quick messages I would type in the console "/say message goes here" and hit enter without the quotes.

Typing it in the console like that will stay in the console command history until you leave the game.

I personally would like to see a way to bind messages but this is the quickest method I found so far.

i do this --> i open consol press 1 and then my message "^1this is a crouch server ...stop running"

"^3playername last warning"

1=red
2=green
3=yellow
4=blue
5=lightblue and so on

Our server messages are handled the same way yours are already.  More I think what this thread is referencing are warnings ect...
