open task manager
processes
set priority
set steam to low  
and set blackops to high

good luck

this method works good for any game or program that gets slowed way down. just remember what you did in case you ever want to return to previous setting.

One other thing you will need to have BO running to do this. and it may not take the first couple times either so you should re check it until it keeps the settings.
