I've been having major problems with lag. After much research and many phone calls to my ISP, the following changes were made:
1. ISP did resets as usual, then sent out a level 3 technician and found that there was a problem with the line coming into my house. They also put me on a dedicated channel to increase bandwidth.
2. I neatened up my cables, shortening them and replacing one...apparently it was creating a bad connection and created static in the line.
3. I now plug the modem and my computer directly into the wall outlet...decreases static as well.
4. Every so often, I reset the modem by unplugging it for 15 seconds...this is supposed to clear the log.
5. I actually re-formated the drive (after backing up the .config file or course) and re-installed steam and COD W@W. Apparently there was something running in the background (malware, spyware, I don't know) which was sucking up bandwidth. Antivirus didn't pick it up but I suspected something was up.
6. I downloaded and installed gamebooster by Razer. Great program which optimizes the computer for gaming by shutting down any program which may affect bandwidth or overall performance...increases processor power too.
After all this, my ping is now much lower (actual number depends on which server obviously) but everything is running very smoothly with no problems. I run the machine with max settings and am now loving life again by not dying as much. :)

This has lowered my ping by 14. It was 46 and is now 32.
Turning on the console.
-Start by opening the game.
----Then go to "Options and Controls"
----Select "Game options"
----Select Yes in enable console
Increasing the max packet flow. (DO NOT BE IN A GAME SERVER)
-At the main screen of Call of Duty Press "~" tilde
----Then enter the following "cl_maxpackets 100"
Now i cannot guarantee this will work for everyone and not all ISP's will allow this. But like i said it lowered my ping by 14

WhoisXY.com I got good results.
