I think that she was lucky because she only held one arm on the frame. The arc was created when her hand past near the wire but there was no solid contact. Electrical arc's have a frequency higher than the voltage that they are created from. That creates a effect called "skin effect"  and because of that the current flows on the surface of the body and not through organs. You can see that the hand that was on the frame has a burn.

Wow she touched the wire. then it arched to her face, shes gonna have some seriouse problems. If she stayed still she would've been fine. She completed the circut.
