COD 7 Black Ops Issue (Could use some help)

Hello all,

Having frame rate issues with black ops. I been running the same video card the last several years and never had an issue, then overnight I go from 60 frames per second down to four frames per second. I've uninstalled and reinstalled this game several times. I even reformatted my hard drive several weeks ago started fresh and no changes. The only time I noticed a jump in frame rates is if I point my weapon towards the sky while in game and the frame rate jumps up to 60. Soon as I lower the weapon and look at the surrounding buildings etc. the frame rate drops down the four. Even if I run this game at the lowest settings no changes. Same issues. Also, I can run battlefield 3, battlefield 4 and arma 3 at high to ultra settings and have no frame rate issues with these games.
I have also tried the utility for BO as well. Did not help...I did not install anything recently that would account for the slow down including my antivirus which is microsoft essentials.
Listed below how my current system specs. Any help would be greatly appreciated.

Wacky. Is your AA cranked? You seem to have vsync enabled, does turning it off help? Trying deleting your config_mp.cfg It may have a setting that's messing with you.

Tried all that. No change. Yet my wife as black ops on her cpu which is a dual core with an older card and it works fine

Try rolling your Video driver one version or uninstall the video driver altogether and reinstall.
the whole Catalyst and driver remove all

I had the same issue.

I had one Amd set that didn't make my clock speeds jump to 3D specs  when some games were launched,  so  another driver set is not  bad idea.  You can run a program like gpu-z to monitor your gpu speeds,  and log them. Most cards run at 400mhz for 2d.
