If I purchased it on Steam, does it come with all the map packs and updates or would I still need to downlaod and install of them as well?

it comes with all the patches pre installed which includes the maps

I bought it again on Steam not that long ago. All patches and maps are in the file. You will need to download the PB fix from our site after you in stall it is the only catch.
